This study was prepared as a
background paper for the TDRI 1997 Year-End Conference on The Future of Thai Workers at
the request of Dr. Nipon Poapongsakorn, Vice-President in charge of the institute's
Sectoral Economics Program. An earlier draft of the paper was presented at TDRI workshop
on labor productivity issues. Dr. Carmichael also benefitted from useful discussions of
Thai labor market issues with Dr. Nipon and Dr. Ammar Siamwalla.
