This study is multidisciplinary in nature. In seeking both the cause of and possible solutions to the problem of water scarcity, the research required the work of remote sensing technologists, GIS specialists, hydrologists, sociologists and economists. It sought to answer five questions:
1) Has water yield in the watershed changed over time?
2) Does evidence of a change remain even after taking climatological factors into account?
3) Do land-use changes in the watershed explain the residual change in water yield?
4) Has the change in water yield had significant economic impacts on downstream users?
5) In light of the economic impacts, what is an appropriate policy response?
